Job Description:
Nurse IV Assistant Chief Nurse Executive (ACNE)provides clinical and administrative direction for all nursing care provided to patients on assigned units at Texas Center for Infectious Disease (TCID). Is responsible for care provided to both voluntary and court-ordered patients. Works under the general supervision of the Chief Nurse Executive. Has wide latitude for taking initiative and exercising independent judgment. Plans organize, implements, and evaluate processes to provide quality care. Interviews, selects, evaluates, and counsels staff members. Organizes and directs all patient care activities for the unit. Participates in hospital planning and performance improvement activities. Coordinates unit performance improvement activities with hospital plan. Assist with policy development. Responsible for ensuring proper orientation, staff development, and competency assessment are accomplished for all nursing staff assigned to units. May act as Chief Nurse Executive in their absence. Will periodically function as Nurse Supervisor. Approves scheduling and staffing for 24-hour operation of units. Ensures that aggressive behavior is managed properly and that proper techniques are used. Ensures that Joint Commission and Medicare/Medicaid standards are understood and met. Performs daily chart audit and other tracers identified by Joint Commission.


Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

1. Demonstrates advanced managerial expertise in organizing and directing all in-patient units to include a locked unit. Ensures appropriate age related care is delivered to adults and geriatric patients.
2. Works at least one shift per quarter to evaluate care provided.
3. Demonstrates leadership. Provides or assists with providing care as needed. Selects develops, evaluates, and counsels staff members and monitors for continued competency.
4. Demonstrates written, verbal, and composition abilities and utilizes computer technology. Communicates effectively.
5. Demonstrates knowledge of the Positive Performance Process. Implements policies and takes appropriate actions to ensure compliance.
6. Coordinates and approves staffing plans for units. Ensures adequate staffing on a daily basis to meet standards, monitors and approves performance improvement activities for units.
7. Supports research activities conducted at TCID. May incorporate relevant research into the nursing management and nursing care provided on the unit.
8. Demonstrates knowledge of Joint Commission, Medicare, and other accreditation or regulatory requirements and ensures compliance.

10. Actively participates and demonstrates leadership in hospital committees and activities. Utilizes good communication skills and develops and maintains productive relationships within nursing and with other departments.
11. Monitors unit resources utilized and practices good stewardship with allocations while ensuring that adequate resources are available to provide care which meets standards.
12. Participates in budget development for units and is responsible for financial management and maintenance within prescribed variances and basic budget concepts.
13. Develops and implements short and long term goals for area programs and projects.
14. Is responsible for own self-development and for sharing knowledge and information with staff. Develops mechanisms that facilitate transmission of new knowledge.
15. Conducts staff meeting and in-services.
16. Takes action to improve own professional knowledge and skill through formal education and other means.
17. Acts as Chief Nursing Executive in their absence.
18. Demonstrates behavior in accordance with professional/ethical standards and serves as a positive role model for staff.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
1. Knowledge of nursing techniques and procedures; of health care laws and regulations; of medical diagnoses and procedures; of accepted medical treatment patterns; of community health and nursing care principles, practices, and procedures; of program regulations and procedures; and of utilization review and control measures.
2. Ability to provide patient care; to prepare and maintain records; to explain public health law; to organize, coordinate, and evaluate nursing activities and delivery of public health services; to interpret policies and procedures; to interpret health care regulations; to recognize patterns of medical necessity treatment; to communicate effectively; and supervise the work of others.

Registration or Licensure Requirements:
Must be registered as a registered nurse in the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact.


Initial Selection Criteria:
1. Bachelor of Science in Nursing.
2. Experience in nursing work.
Additional Information:
Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, and HHS OIG list of Excluded Individuals/Entities.
