Job Description:
Program Supervisor III provides supervisory and operational duties for cardiopulmonary department to include: conducting required competency validation for staff, annual performance evaluations, coordination and oversight for supply procurement and equipment management for the department. Collaborates with Lab Director and Chief Nurse Executive (CNE) to ensure regulatory and compliance measures are met. Performs advance clinical respiratory care procedures and treatments. Works under minimal supervision with extensive latitude for the use of initiative and independent clinical judgment based on departmental policies and procedures and professional standards. Performs respiratory therapeutic treatments and diagnostic procedures. Work involves assessing, planning, and providing routine and/or complex respiratory and diagnostic procedures for patients independently or in collaboration with healthcare professionals. Individualize patient care based on the age appropriate and developmental needs. Provide training and educational assistance to staff, students, physicians, visitors and other organizations. Prepares and maintains patient records and program reports. Serves as the technical consultant and is responsible for the technical and scientific oversight of the laboratory. Must be available to the laboratory as needed for telephone, electronic and on-site consultation. Other responsibilities include: establishing or verifying laboratory test performance specifications, selecting test methodology, enrolling and participating in proficiency testing, establishing a quality control program to monitor ongoing test performance, resolution of technical problems and ensuring that remedial actions are taken, ensuring that patient results are not reported until corrective actions are taken, and test systems to ensure they are functioning properly, and identify training needs.



Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

1. Consults with the attending physician regarding the treatment and administration of therapy as considered necessary for the wellbeing and safety of the patient.
2. Participates in patient education.
3. Assesses patient prior to and immediately after treatment in a manner consistent with the therapy the patient is receiving and documents care provided and patient tolerance on the Cardiopulmonary Therapy Flow Sheet in the medical record.
4. Administer all modalities of respiratory care and related services to critical and non-critical patients in accordance with the physicians orders and follows all departmental and hospital wide policy's and procedures; therapy may include, oxygen therapy via nasal cannula, oxygen mask, incentive spirometry, aerosolized medication therapy, metered dose inhaler, peak flow meter, postural drainage, and percussion, positive pressure breathing treatments, nasal, oral, or tracheal suctioning and tracheotomy care. Draws arterial blood and analyzes arterial blood gasses per the attending physician's written or verbal order. Performs SPO2 [blood oxygen saturation] checks as ordered and / or essential to the patient safety and documented electronically or/on the Cardiopulmonary Therapy Flow Sheet or Cardiopulmonary Oxygen Flow Sheet in the medical record after each treatment.
5. Administers or assists in the administration of pulmonary/cardiac stress testing as ordered. Administers Pulmonary Function Testing (PFT's), Electrocardiograms (EKG's) in accordance with the physician written orders.
6. Conducts diagnostic screening to include; visual, auditory, vestibular status.
7. Maintains equipment that is vital for safe and accurate data for patient care, by performing diagnostic checks to ensure proper functioning. Maintains blood gas analyzer equipment in accordance with CLIA and CAP standards. Runs blood gas analyzers electronic simulator q shift or every 8 hours. Runs blood gas analyzers quality controls and enters data in the Blood Gas Lab QC log book. Performs blood gas analyzers calibration verification will be run at least bi-annually and when deemed necessary and enters data in the Blood Gas Lab QC log. Performs blood gas analyzers Proficiency Testing quarterly or as deemed by the manufacture's recommendation and within eight days of receiving Proficiency Testing Kit and the data entered on the CAP forms that are provided in the kit. Accurately enters lab patient sputum reports in the departmental database daily. Provides daily up-date status on patient at TCID in the TBSUR database. On Fridays and the day before holidays print out the SI list for the physician on call.
8. Performs smoke tests for negative air on all isolation rooms to ensure negative air-flow is established as needed. Report any deficiency on the log sheet and notifies maintenance.
9. Conducts mask fit-testing of HEPA filter respirators according to TCID Respiratory Protection Standard and Cardiopulmonary HEPA Mask Fit Testing Policy and Procedures.
10. Check department supply's and / or order supply as needed. Daily check patient's respiratory drugs and / or order supply as needed.
11. Responds to all emergency codes according to departmental and TCID policies and submits after-action reports immediate following incident.
12. Attends departmental meetings.
13. Assists with Physical Exercise Program and educational programs.
14. Employees will update their supervisor within 30 days of any changes to emergency contact information; understand the responsibilities of their role during a disaster response and/or recovery effort or COOP activation; notify their supervisor of any issues that exist or arise regarding a personal situation or circumstance that may prevent their ability to carry out their role; complete ongoing training relevant to their role including required training; and know and follow the chain of command.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

20. Ability to interpret physicians' orders accurately and administer appropriate treatment.

24. Ability to move up to 150 pounds with or without the assistance of personnel or mechanical device.

Registration or Licensure Requirements:
1. Respiratory Care Practitioner Licensed issued by Texas Department of State Health Services.
2. Registered Respiratory Therapist (RRT) registered by the National Board for Respiratory Care and/or Certified Respiratory Therapist CRT registered by the National Board for Respiratory Care.
3. Basic Life Support (BLS)Certification issued by American Heart Association.
4. Advanced Cardiac Life Support (ACLS) issued by American Heart Association.
Initial Selection Criteria:
1. Bachelor's degree in a chemical, physical, biological, clinical laboratory science, or medical technology from an accredited institution, with at least two years of training and/or experience in nonwaived testing.
2. Two or more years of technical consultant training and experience and must be in the designated specialty or subspecialty area of service of responsibility.
