Program Manager

Summary:

Applied Training Solutions, LLC (ATS) is actively seeking candidates to fulfill the role of Program Manager(s). Program Manager(s) will perform roles and responsibilities as a member of an incident management team in support of training and evaluations. The defined roles/responsibilities require Program Manager candidates to possess Subject Matter Expertise, and the minimum qualifications for this position are listed below.

Job Duties:

  • Responsible for overseeing personnel and overall work standards are satisfactory.
  • Coordinates Contractor Schedules and travel
  • Reviews work, communicates policies and procedures and ensures they are in alignment with overall contract/task order performance, which includes functioning as direct interface with the Contracting Officer's Representative (COR).
  • Coordinates and manages successful contract deliverables.
  • Oversees required training items related to "Other Direct Costs" in support of training and evaluations.
  • Manage contract Team Leads who oversee contact operations.
  • Operational experience working in both Hazmat and Urban Search & Rescue (US&R) operations.
  • Observer Controller/Trainer (OC/T) Supervisory Operations Specialist, Civil Support Training Group (CSTG), US Army North
  • Responsible for the development and execution of training and readiness evaluations and oversight (TRO) for state National Guard (NG) Weapons of Mass Destruction (WMD) Civil Support Teams (CST) and NG Chemical, Biological, Radiological, Nuclear (CBRN) Enhanced Response Force Package (CERFP) located within the ARNORTH Army area of operations.
  • Management of all CBRN, Urban Search and Rescue, Medical and Reserve Component Technical Support Forces in the CBRN Response Enterprise (CRE).
  • Supervises subject member experts in CBRN, Security, Search and Extraction, and Medical as well as Command and Control (BDE/BN) elements.
  • Responsible for the development and execution of TRO for Active Component (AC), State NG and Reserve Component Technical Support Forces in support of CBRN Enterprise located within the ARNORTH Region
  • Supervises and synchronizes all activities for a team of OC/T that provides training and assessment to Joint, Active and Reserve Component units performing domestic CBRN Consequence Management response missions CRE in support of local, state, tribal and/or federal leaders.
  • Presents sensitive and current information to key government officials concerning the OC/T Divisions National Guard Civil Support Teams and CERFP missions on a regular basis.
  • Routinely addressed intelligence staff actions and force protection concerns in the C2 training provided to client units.

Basic Qualifications:

  • Three (3) years' experience with Program Management
  • Bachelor's Degree in any field of study.
  • Possess experience and knowledge of DOD Technical Support Force (TSF) chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.
  • Possess familiarity with Microsoft Office suite programs.
  • Experience serving on a National Guard Civil Support Team
  • Experience working at the Army North G3

Preferred Qualifications:

  • Master's Degree in any field of study.
  • Technical certified all five disciplines of Urban Search and Rescue
  • Experience in a leadership position working on the Civil Support Training Activity (CSTA) program.

Certifications:

  • Possess Hazardous Material First Responder Operations Level certification. First responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:
    • Knowledge of the basic hazard and risk assessment techniques.
    • Know how to select and use proper personal protective equipment provided to the first responder operational level.
    • An understanding of basic hazardous materials terms.
    • Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.
    • Know how to implement basic decontamination procedures.
    • An understanding of the relevant standard operating procedures and termination procedures.

Working Environment:

The Program Manager or Alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Program Manager or Alternate shall be available between 8:00 a.m. to 4:30p.m, Monday thru Friday, central standard time, except federal holidays or when the government facility is closed for administrative reasons.
