Technical Decontamination (DECON) Subject Matter Expertise (SME)

Responsibilities:

• Support for each Civil Support Training Activity (CSTA) Weapons of Mass Destruction (WMD) Civil Support Teams (CST) Observer Controller/Trainer (OC/T) Teams
• Shall assist military and government service personnel in the design, planning, coordination, synchronization, preparation, and execution of the training/exercise events.
• Planning and coordination may include unit or venue specific visits, including planning meetings and Pre-Deployment Site Surveys (PDSS).
• During the execution of training exercises and evaluations, the Technical DECON SME support will focus on Technical Decontamination training and evaluation.
• Planning and coordination may include the development of training Master Scenario Event Lists (MSEL) or other scripted training scenarios to develop Technical Support Forces (TSF) unit emergency response skills.

Qualifications:

• Strong background in technical decontamination processes and techniques. Experience in coordinating and planning training exercises, including unit-specific visits, planning meetings, and site surveys.
• Solid understanding of Chemical, Biological, Radiological, Nuclear (CBRN) threats, hazards, and response protocols. Understanding of safety protocols and risk management related to technical decontamination activities.
• Assess training needs, identify gaps, and develop effective training strategies.
• Critical thinking and problem-solving skills. Strong interpersonal and teamwork skills.
• Ability to adapt to changing situations and environments, as well as staying up-to-date with advancements in decontamination techniques.
• Possess experience and knowledge of working in this field as emergency responder and they shall be accredited by either the International Fire Service Accreditation Congress (IFSAC) or the National Board on Fire Service Professional Qualifications (Pro Board).
• Be fully qualified in accordance with (IAW) Occupational Safety and Health Administration (OSHA) requirements, National Incident Management System (NIMS), and National Fire Protection Association (NFPA) 1670 training qualification standards.
• Possess knowledge of current Army Tactics, Techniques and Procedures (TTPs), Training and Evaluation Outlines (T&EOs) and concept of employment operations for the specific mission being supported in order to train and evaluate TSF personnel in the same manner their TSF unit will respond to a CBRN incident.
• Possess experience and knowledge of TSF chemical, medical, and search & rescue units and how they conform to Incident Command System concerning command & control, search & rescue, medical, mortuary affairs, mass casualty decontamination, and reconnaissance operations.
• Possess Hazardous Material First Responder Operations Level certification. First responders at the operational level shall have received at least eight hours of training or have had sufficient experience to objectively demonstrate competency in the following areas, in addition to the first responder awareness level:
  • Knowledge of the basic hazard and risk assessment techniques.
  • Know how to select and use proper personal protective equipment provided to the first responder operational level.
  • An understanding of basic hazardous materials terms.
  • Know how to perform basic control, containment and/or confinement operations within the capabilities of the resources and personal protective equipment available with their unit.
  • Know how to implement basic decontamination procedures.
  • An understanding of the relevant standard operating procedures and termination procedures.

Fort Custer, State Fire Colleges, local fire departments, Las Vegas, Pascagoula, Seattle, Birmingham, Charleston, Little Rock, or other locations selected for training.
