Position Description: Provides Administrative support to the Procurement Department in the San Antonio Business Unit

Reports to: Procurement Agent or Procurement Manager

Essential Duties & Responsibilities*:

  • May be requested to assist in the development of bid lists for trade items.
  • Develop general knowledge of all contract documents.
  • Schedule and/or participate in pre-bid meetings.
  • Spreadsheet development and responsibility: Assist in the preparation of assigned spreadsheets based on template provided by Procurement designed to confirm that bidders have complied with contract documents, scope requirements, quantities of key materials and labor, alternates and unit pricing, schedules and logistics plans, labor costing (Prevailing Wage, Davis Bacon, etc.), M/W/DBE or other business classification requirements, insurance and bonding requirements and any other project-specific requirements.
  • Scope of Work: Assist in the preparation of Scope of Work/Additional Provisions for assigned trades based upon template provided by Procurement designed to identify the complete scope of work including unique scope requirements, alternates and unit pricing, schedules, logistics plans, labor costing (Prevailing Wage, Davis Bacon, etc.), M/W/DBE or other business classification requirements, insurance and bonding requirements and any other project-specific requirements.
  • May include distribution of bid documents.
  • Contact vendors/subcontractors during the bidding phases to ascertain coverage of trade items and identifying problems that may exist.
  • Receive questions from bidders and obtain clarification through the Project Engineer (or Bid period Request For Information (RFI) Lead), if necessary, and forward answers to all bidders.
  • Ensure that a sufficient number of properly submitted bids are received on bid day.
  • Assist in the receiving of bids.
  • Conduct follow-up calls to bidders and participate in scope review meetings.
  • Schedule and/or participate in pre-bid meetings.
  • Conduct scope review meetings with competitive bidders (and with operations staff as required).
  • Lead or assist in the updating of Scope of Work following scope review meetings to ensure that Procurement has a complete buy.
  • Assist Administrative Services (AS) team and Business Unit (BU) staff with office related matters (e.g., facilities, supplies, safety).
  • Provide team Administrative Services team support as needed with office/kitchen supplies, general conference room calendars, preparing meeting rooms, processing catering request, and maintaining appearance of conference rooms and reception areas.
  • Other activities, duties, and responsibilities assigned.

Qualifications: Minimum four years of college with formal engineering or architectural training or equivalent building construction experience and summer internship/co-op experience in construction highly desirable. Knowledge of general contract, subcontract documents, drawings and specifications also desirable. Must have good interpersonal and teamwork skills, desire to learn, ability to communicate well both verbally and in writing. Should be proficient with computer applications as required to perform responsibilities.

Work Environment: While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
