Specific Job Responsibilities:
Primary duties include research design, development, security and testing, maintenance and trouble-shooting, and documentation of both enterprise-wide and business critical software using various products and technologies. Duties may include support for commercial off-the-shelf or customized off-the-shelf software, support of hand-held data capture devices, or full-stack development of custom software. Other duties include code optimization, business process analysis, architecture and design. You will utilize critical thinking to help maintain production operations, system troubleshooting and problem analysis. You will be part of a collaborative team of highly skilled professionals who embrace innovation and creativity. You will be working closely with project shareholders to scope, estimate, and provide overall technical leadership to develop and implement high quality software solutions.

Core Responsibilities include:

  • Work closely with functional and business team members, project management, enterprise architects, system engineers, and application developers to design and develop or modify, enterprise-wide, or business-critical applications based on approved architecture and business requirements.
  • Design and implement innovative solutions to resolve complex IT and business problems.
  • Lead technical projects through effective communication with peers, customers and management.
  • Ensure solutions are well-engineered, optimized, operable, and maintainable while also ensuring adherence to defined project management policies, change management guidelines, cyber security requirements and software quality assurance processes.
  • Prepares and maintains documentation related to computer systems and programs in accordance with established procedures
  • May provide leadership in IT strategic direction in including technology, architecture, cyber security, and support. As needed leads or participates in evaluating future requirements and aids in the selection of new software.
  • Coordinates research and/or design projects to accomplish assigned responsibilities in a timely and efficient manner. Prepares or reviews written reports and makes recommendations for use by management and other agency representatives.
  • Responsible for improving general system knowledge, leadership skills and capabilities, and providing technical consultation as required. May lead System Design and User Interface Design efforts on new systems
  • Accountable for all direct output assigned and for providing direct output support to his/her manager.

Minimum Job Requirements
  • Bachelor's degree in engineering/science/information technology discipline: Minimum 2 years of relevant experience.
  • OR Master's degree in engineering/science/information technology discipline.
  • Ten years of relevant education, training and/or progressive experience may be considered to satisfy educational and years-of-experience requirements to this posting.
Preferred Job Requirements
  • Preferred candidates will have a Bachelors' or Masters' degree in Computer Science, Software Engineering, Computer Information Systems, or related technical/science degree.
  • Experience in Object Oriented Programming/Design, Web Development, Database programming, debugging.
  • Experience in designing, maintaining, and implementing large scale enterprise business applications is desired.
  • Experience with Agile SCRUM development projects.
  • Experience supporting and developing on hand-held devices.
  • Experience supporting Supply Chain Management and Human Resources.
  • Strong understanding of Object-oriented Design concepts such as inheritance, composition, and encapsulation.
  • Oracle or other relational database management systems with experience in SQL.
  • Strong communication and interpersonal skills.
  • Ability to develop robust and maintainable code with clear documentation.
  • Application Security - Understanding of how to deliver secure applications and stays current on trends in IT vulnerabilities and counter measures.
  • Systems Analysis - Experienced at determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes.
  • Leadership - Strong abilities to lead the customers and the teams to the best solution.
  • Ability to establish and maintain harmonious working relationships with co-workers, staff and external contacts, and to work effectively in a professional team environment.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
