Senior Program Manager

The Senior Program Manager will be responsible for leading a team to accomplish Cherokee Federal's vision and ensure adherence to policies and procedures. They will oversee the recapture of existing assigned contracts, identify and propose progress on new business opportunities, and maintain frequent customer engagement. Additionally, they will ensure performance on contracted efforts by executing approved plans, delivering requirements, controlling, and reporting progress relative to established standards.

  • Estimated Starting Salary Range for Senior Program Manager: Pay commensurate with experience.

Senior Program Manager Responsibilities Include:

  • Lead a team in the accomplishment of Cherokee Federal's vision and ensure adherence to policies and procedures.
  • Responsible for the recapture of existing assigned contracts, providing frequent, complete, and accurate updates to leadership.
  • Identify, propose, and report progress on new business opportunities and recompete status.
  • Maintain frequent customer engagement and report opportunities for innovation and growth, periodically visiting site(s) for work progress updates.
  • Provide proposal development support, including past performance development and content development; support proposal reviews.
  • Ensure performance on contracted efforts by executing approved plans, delivering requirements, controlling, and reporting progress relative to established cost, schedule, and quality standards.
  • Review and respond to CPARS, including corrective action and continuous improvement.
  • Deliver each awarded contract on time and within budget, setting deadlines, assigning responsibilities, and monitoring and summarizing progress of programs.
  • Support cross-functional engagement by building and maintaining working relationships with team members, vendors, and other internal departments.
  • Decompose new projects, identify workload, schedule and deliverables, and delegate assignments that best suit program operations.
  • Implement and manage quality assurance and quality control.
  • Develop, review, and submit all contract deliverables.
  • Maintain continuous and effective communication with the customer organization to obtain a common understanding of expectations, meeting frequently with customers.
  • Manage and perform direct contract financial functions, including budgeting, purchasing, travel, payment approval, invoicing, and receivable controls.
  • Create, update, and report on program financial forecasts, including variance reporting.
  • Review and approve invoices, including monitoring timely submittal and inclusion of all necessary supporting documentation.
  • Prepare requests for quotes and select qualified subcontractors or vendors to best meet program needs within the budget of awarded contracts.
  • Administer and manage subcontractors and vendors, including invoice review and approval, program assignment, and performance.
  • Ensure successful and timely staffing of the contract through effective networking, recruiting, interviewing, and other related staffing responsibilities.
  • Performs other job-related duties as assigned

Senior Program Manager Experience, Education, Skills, Abilities requested:

  • Minimum of ten (10) years' experience as a senior healthcare leader.
  • Experience leading large, complex healthcare organizations and regional healthcare systems in the development of a center of excellence, primarily in the administrative field.
  • Minimum of ten (10) years' experience in the Department of Defense (DoD) with Military Health System (MHS) experience.
  • Demonstrated oral and written communication skills, interpersonal and networking skills at senior management levels.
  • Master's degree in business, Public Health, or Project Management.
  • Must pass pre-employment qualifications of Cherokee Federal
