Essential Functions

Job Summary

Leads the Talent Acquisition team to develop, implement and maximize the talent acquisition efforts, while prioritizing customer service to client groups. Ensures recruiting strategy, methodology, and processes aligned with business needs, talent strategy and desired employee capabilities/skills.

Core Responsibilities
  1. Designs and delivers talent acquisition strategies centered on attracting and hiring highly skilled talent for UTSA, managing the talent acquisition process.
  2. Partners with department leaders to establish short- and long-term actionable plans to attract talent and conducts regular follow-up with university leadership to determine the effectiveness of recruiting plans and implementation.
  3. Manages a team of recruiters; establishing performance expectations and provides feedback and coaching to enhance their performance.
  4. Champions continuous process improvement and the identification and implementation of standard practices to enhance the recruiting process and overall candidate experience.
  5. Builds and delivers innovative approaches to identity channels for experienced hires, including active and passive candidates.
  6. Proactively develops candidate pipelines through traditional and innovate sourcing methods, including social media avenues and any emerging technology-based methods.
  7. Consults with management and Human Resource Business Partners (HRBPs) to ensure alignment between recruiting needs and strategies.
  8. Oversees the creation of a recruiting and interviewing plan for executive level positions.
  9. Coordinates with outside search firms and utilizes other resources as necessary.
  10. Ensures adherence to all federal, state, and local regulations governing the employment process.
  11. Identifies and recommends enhancements, within the Applicant Tracking System to ensure efficient, consistent, and effective application, screening and hiring processes.
  12. Promotes strong strategic partnerships within People Excellence and key stakeholders/clients to implement leading practices and deliver value-added services.
  13. Attracts, retains, and develops high performance teams within area of focus.
  14. Monitors and assigns work across team; resolves escalated issues or questions.
  15. Provides guidance on complex matters and serves as a subject-matter expert in area of focus.
  16. Interprets policy and procedure in area of focus and provides recommendations to Associate Vice President; stays current on changing regulatory or systems requirements.
  17. Participates in strategic planning with respective departments within People Excellence team to drive current and future business goals.
  18. Drives change through process improvement and metrics-driven leadership. Develops and manages metrics scorecard for functional area and analyzes for key issues and trends; and partners with key stakeholders to develop strategies and solutions.
  19. Builds and leverages relationships across UTSA to drive change.
  20. Coaches and advises leaders and managers on organizational issues within talent acquisition.
  21. Evaluates and manages compliance risk within talent acquisition.
  22. Leverages business acumen and client understanding to develop services, processes, programs, or tools that support client and institutional talent, positive workplace climate, and strategic goals.
  23. Performs other duties as assigned.

Required Qualifications
  • Bachelor's degree from an accredited institution.
  • 7 years of professional progressive experience in talent acquisition and/or Human Resources.
  • Demonstrated experience in designing, implementing and executing talent acquisition strategies and tools to achieve business objectives.
  • 3 years of people leadership experience in building, managing and/or developing high performing teams.
  • Excellent written and verbal communication skills.
  • Proven people leadership and capability in building and leading high-performing teams.
  • Strong collaboration skills and the ability to work effectively with leaders and practitioners at all levels.
  • Ability to drive strategy, work with data and analytics, and demonstrated capability formulating and implementing effective and creative strategies.
  • Ability to coach and mentor.
  • Ability to facilitate problem solving and approach client issues from a solution-oriented stance.
  • Ability to assess and prioritize risks and issues and evaluate competing needs.
  • Proficient in Microsoft Office suite

Preferred Qualifications
  • Master's degree in Human Resources or related field.
  • SHRM-CP/SCP, HRCI-PHR/SPHR, or other relevant certifications.
  • Experience in higher education setting.

Working Conditions

Working Environment:
  • Office environment.

Physical Demands:
  • Sedentary work; sitting most of the time.

This position will require working both remotely in Texas and on campus (approximately five or more days on campus per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
