POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Program Manager for Student Transportation Services is responsible for overseeing the delivery of safe and efficient transportation services for DoDEA schools in Guam. This role requires a dynamic leader who can ensure compliance with all contractual requirements while managing daily operations effectively. The Program Manager will serve as the primary point of contact for the Contracting Officer's Representative (COR) and will ensure that all aspects of the transportation services align with government regulations and standards. The Contract Manager must be located within 50 miles/80 kilometers of the installation and be able to attend face-to-face meetings as required.

Primary Duties and Responsibilities:

  • Manage and supervise all transportation activities, including scheduling, routing, and vehicle maintenance, to ensure safety and reliability of student transport.
  • Monitor performance against contractual obligations and implement strategies to enhance service delivery and ensure compliance with all safety, security, and operational standards.
  • Coordinate with local and military authorities to manage access to installations and ensure adherence to security protocols.
  • Develop and maintain effective communication channels with all stakeholders, including school officials, parents, and transportation staff.
  • Handle emergency situations with promptness and efficiency, making decisive actions to resolve issues as they arise.
  • Attend and participate in training sessions as required by the government to stay updated on safety and security procedures.
  • Provide leadership and direction to staff, fostering a positive work environment and promoting professional growth.

Payrate: $90,000 to $120,000 Annually

REQUIRED QUALIFICATIONS AND EXPERIENCE:
  • At least 3 years of experience in transportation management, logistics, or a related field. Experience must include supervisory roles with direct oversight of operations and personnel.
  • Must possess or be able to obtain a relevant safety and security certification within the first 6 months of employment.
  • Excellent organizational and leadership skills, capable of making quick decisions in a dynamic environment.
  • Strong communication skills and the ability to work collaboratively with various stakeholders.
  • Effective communication and leadership skills.
  • Proficiency in English (both verbal and written) is required to interact with government officials and manage contract compliance.
  • This role is critical in ensuring that the transportation services provided meet the high standards required by the Department of Defense Education Activity (DoDEA) and contribute positively to the educational experience of the students. The Program Manager must be proactive, resourceful, and dedicated to maintaining the highest standards of service and safety.
