JOB DESCRIPTION

We have a great opportunity for a Payroll and Compliance Manager. Under the leadership of the Vice President of Payroll, the Payroll & Compliance Manager is responsible for leading and optimizing all payroll tax and garnishment activities for all the companies we serve. This role will provide technical expertise on tax and garnishment-related issues while ensuring ongoing compliance with all federal, state, and local tax laws and regulations, accurate tax and garnishment withholding and managing third-party vendors responsible for the accurate and on-time filings and remittance of taxes and garnishments on varying schedules.


The Payroll & Compliance Manager will be a trusted advisor and positive communicator fostering continuous improvement and proactive collaboration with all internal and external business partners and positively interact with employees at all levels of the organization ensuring an exceptional customer experience.


This is a hybrid role, requiring a minimum of two days working onsite in the LA office.

A SNAPSHOT OF YOUR RESPONSIBILITIES

  • Provide coordination/oversight over the internal payroll tax team and third-party tax and garnishment services vendor to ensure integrity and accuracy of filings of employment taxes and garnishment remittances
  • Provide support, training, mentoring, and leadership to staff on an ongoing basis to ensure a fully efficient payroll operation, overall professional growth, and the team's ability to meet all deadlines
  • Ensure that all federal, state, and local payroll taxes are correctly withheld, reported, paid, and filed in compliance with laws and regulations
  • Ensure the accurate, timely review and reconciliation of federal, state, and local taxable wages and withholding tax, unemployment tax, and disability insurance tax for multiple legal entities in the U.S. including the review of year end balancing of W-2's and related federal and state agency forms to the payroll system
  • Ensure payroll tax and garnishment processes are administered in compliance with SOX requirements, internal company policies, federal, and state and local regulations
  • Ensure strict adherence to established internal controls and SOX compliance procedures
  • Ensure timely and accurate interpretation, input, and payment of deductions and remittances to federal, state, local, and commercial agencies for all involuntary/court ordered wages assignments, child support, tax levies, and bankruptcy orders
  • Analyze payroll tax issues and provide recommendations for solutions relating, but not limited to employee mobility, reciprocal taxation, stock taxation and reporting, employer provided fringe benefits and local taxation
  • Monitor all incoming tax notices to ensure compliant resolution and avoidance of penalty and/or interest
  • Figure out root cause of tax notices and work to implement necessary changes to avoid future issues
  • Conduct research, documentation, and testing of new payroll tax laws and regulations, providing compliance recommendations to management
  • Coordinate with HR and Payroll Operations on proper taxation of Inpats and Expats
  • Plan, maintain, execute successful year-end tax processing and reporting, and proactively schedule follow-ups with project team
  • Review and update SOPs on tax and garnishment processes and maintain internal policies and procedures in accordance with the law. Administer trainings on usage of payroll tax and garnishment related systems
  • Drive meetings with cross-functional departments to identify and implement process improvements and best practices to drive operational excellence and reduce errors
  • Create and use metrics to benchmark performance and improve processes/team productivity, plan/execute on implementation of process improvement initiatives

WHAT YOU WILL NEED

  • 7+ years of relevant work experience servicing a large volume of employees (including a remote workforce) in a multi-state, multi-entity organization
  • 7+ years of experience leading and coaching a team of 5 or more individuals
  • Successful experience consulting with all levels of management; able to effectively build relationships by establishing trust, credibility, and adding value quickly
  • Demonstrated ability to lead a team to excellence and developing talent through ongoing mentorship
  • Extensive and thorough knowledge of federal, multi-state, and local wage and hour, garnishment, and tax regulations
  • Working knowledge of tax rules for Inpats and Expats across various jurisdictions
  • Strong working knowledge of fringe benefit taxation and long-term equity incentive instruments (RSUs, NQ Stock Options, etc.)
  • Strong organization, change management, communication, and execution skills
  • Strong "service provider" and "business partner" orientation; a visible and accessible leader to the Payroll team and the business
  • Strong analytical and problem-solving skills requiring extensive investigation and analysis
  • Ability to inspire others into action and think creatively about solutions
  • Ability to handle confidential information and issues effectively and without breach of confidentiality
  • Proficient to advanced computer skills including MS Excel, Word, PowerPoint, and Outlook

NICE TO HAVE BUT NOT A DEALBREAKER

  • Certified Payroll Professional (CPP) designation
  • Experience with Workday and ADP Smart Compliance

Pursuant to state and local pay disclosure requirements, the pay range for this role, with final offer amount dependent on education, skills, experience, and location is: $84,000.00-133,000.00 annually for California. This role is also eligible for an annual discretionary bonus, various benefits, including medical/dental/vision, insurance, a 401(k) plan, paid time off, and other benefits in accordance with applicable plan documents. Benefits for Union represented employees will be in accordance with the applicable collective bargaining agreement.
